Supervision of water resources patrol and inspection projects

Considering the critical situation of the decline in groundwater levels and the deficit of the country’s aquifers, which causes irreparable damage to the country’s technical, economic, social and environmental infrastructure, and also in order to implement the provisions of Article 17, Paragraph B of the Fourth Development Plan Law, Paragraph 2 of the National Water Development Strategies and Paragraph 6 of the Supreme Water Council Resolution, the Ministry of Energy has been required to compensate for 25 percent of the deficit in the volume of groundwater reservoirs during the Fourth Development Plan. Therefore, in order to fulfill their mission of supplying, exploiting and protecting water resources, regional water companies are required to implement non-structural management in order to preserve and protect valuable and strategic groundwater and surface water resources, in addition to implementing structural projects such as artificial recharge and constructing water facilities along the paths of streams and rivers.

This consultant has had experience in providing patrol and inspection project services since 2007 in the provinces of Isfahan, Tehran, East Azerbaijan, Qom, Fars, Kohkiluyeh and Boyer Ahmad, Ilam, Kermanshah, Kurdistan, Semnan, Qazvin, Kerman, Chaharmahal and Bakhtiari, Hormozgan, Hamedan, Bushehr, Mazandaran, Gilan, Lorestan, Yazd, Sistan and Baluchestan, North Khorasan, Ardabil, and West Azerbaijan.

In order to further protect and optimally utilize the province’s aquifers, patrol and inspection groups are formed to achieve specific goals as follows:

1. Permanent presence in the plains of the provinces to preserve and protect groundwater and surface water resources (identification, filing lawsuits in court, and enforcement of judicial decisions).

2. Updating statistics and information on groundwater and surface water resources.

3. Increasing public awareness of water resource users through the distribution of notices, announcements, brochures, and direct communication.

4. Facilitating information and convergence among users and creating opportunities for the formation of organizations.

5. Determining the fate of unauthorized wells drilled in previous years.

6. Calibration, control of the correct operation and reading of smart and volumetric meters.
